Unlocking The Council
Access The Council through Classic Level progression—Riot gates voting behind playing the mode so participants understand what they vote on. Everyone who unlocks Council can vote; playtime increases your weight in results.
Riot retains authority over game health and balance. Council influence covers champion additions, Classic skin priorities, and selected gameplay changes per the July 14 dev blog and Games Press release.
How Voting Weight Scales
Paul Bellezza told Polygon that more Classic playtime grants extra vote weighting. Long-tenure players who experienced the original era receive additional consideration—honoring veterans who lived the meta being recreated.
This is not pay-to-vote—it is play-to-influence. AFK grinding does not help; meaningful game participation builds Classic Level and Council credibility simultaneously.
Batch Champion Additions
Bellezza confirmed players vote on who comes next and Riot can batch multiple champions per update when assets are ready. Wave 2 promo art (Mordekaiser, Irelia, Akali, Caitlyn, Fiora) suggests multi-champion drops post-launch.
The 20 hand-selected launch champions beyond the OG 40 came from internal era emblem picks—AD Akali requested by Whalen Rozelle exemplifies the selection philosophy extending into Council votes.
